North Korean leader: We no longer need nuclear tests, state-run media reports

North Korean leader Kim Jong Un said the regime no longer needs nuclear tests or intercontinental ballistic missile tests, state-run KCNA reported Saturday.

Kim said Saturday that “under the proven condition of complete nuclear weapons, we no longer need any nuclear tests, mid-range and intercontinental ballistic rocket tests, and that the nuclear test site in northern area has also completed its mission,” as quoted by KCNA.

The announcement signifies a remarkable change in policy for the country that has relentlessly pursued the development of nuclear weapons as a means to ensure the regime’s survival.

It comes just one week before a meeting between Kim and South Korean President Moon Jae-In, and before a planned historic encounter between Kim and US President Donald Trump.

Trump welcomed the news in a tweet late Friday.

“North Korea has agreed to suspend all Nuclear Tests and close up a major test site,” he tweeted. “This is very good news for North Korea and the World – big progress! Look forward to our Summit.”

A North Korea source told CNN that Kim has finally decided to open up a new chapter for his nation. Kim has committed himself to the path of denuclearization and will now focus solely on economic growth and improving the national economy, the source said.

The North Korean leader has realized the best path forward is to normalize relations with other countries, the source added. He is finally being recognized by the international community, and this is a historic, timely opportunity, the source said.

However, analysts stressed caution over Kim’s words, nothing that Pyongyang was likely to be seeking something in return.

“The announcement is significant, but you know, whether North Korea is truly serious remains to be seen,” said Sue Mi Terry, a former CIA North Korea analyst.

“They might be looking for freeze for freeze deals. They are looking for sanctions relief. So what are we going to give for this freezing of tests?

“North Koreans never give out anything for free so they’ll be looking for something from us.”

Six points

The change in North Korea’s policy was announced to its citizens via state news agency KCNA. It published a list of six points that emphasized the country had achieved its nuclear objectives.

“We declare solemnly that we faithfully realized the nuclear weaponization” — The first point says the tests were carried out under its “byungjin” policy, a twofold strategy of investing in the economy and the nuclear program. Tests were carried out in sequential order to achieve the country’s aim.

“The nuclear test site in northern area will be discarded” — KCNA said as of Saturday North Korea will no longer conduct nuclear or intercontinental ballistic missile tests, and to “ensure transparency” the test site would be closed.

“(It’s an) important process for global nuclear disarmament” — North Korea says it’ll work with the international community to halt nuclear testing worldwide.

“We will never use nuclear weapons unless there is a nuclear threat or nuclear provocation to our country” — Nor will North Korea transfer nuclear weapons and technology, KCNA said.

Commitment to “dramatically raise people’s lives” — Development of a “strong socialist economy” will become a priority for the country.

North Korea “will intensify close ties and dialogue” — The country says it’ll improve relations with neighboring countries and the international community to promote peace on the Korean peninsula and beyond.

Six nuclear tests

North Korea conducted its sixth nuclear test last September deep underground at the Punggye-ri nuclear test site, in North Hamgyong Province. The explosion created a magnitude-6.3 tremor, making it the most powerful weapon Pyongyang has ever tested.

At the time, Pyongyang claimed the device was a hydrogen bomb, a type of nuclear weapon that uses fusion instead of fission to increase the blast yield, or destructive power. It is also known as a thermonuclear bomb.​

North Korea has worked for years to miniaturize a nuclear warhead so it can be fitted atop a long-range missile and survive the heat-intensive process of re-entering the Earth’s atmosphere.

Last year, Pyongyang tested a new intercontinental ballistic missile it said could reach the entire US mainland, raising the threat that Kim could realistically follow through on his threat to target the US.

Historic summits planned

The decision to halt nuclear and missile testing comes just one week before the leaders of South and North Korea are due to meet at the demilitarized zone between the two countries.

The planned historic encounter follows months of warming relations since North Korean Kim Jong Un held out an olive branch during this year’s New Year’s speech.

The two countries started talking again for the first time in two years via a special phone line, and those talks led to North Korea’s participation in South Korea’s Winter Olympics.

Kim extended an invitation to South Korean President Moon Jae-In to go to Pyongyang, and the two agreed to meet next Friday, April 27, at the heavily fortified demilitarized zone (DMZ) between the two countries. Ahead of the talks, a hotline between the two capitals was reconnected Friday afternoon.

The upcoming face-to-face talks mark an extraordinary shift in relations that deteriorated even further in 2017 as Kim launched a barrage of missile tests and boasted of the success of his nuclear program.


Denuclearization is expected to be the focus of talks, as part of discussions to potentially move toward a peace treaty to formally end the Korean war. The Koreas signed armistice in 1953 that ended combat operations in the conflict but didn’t go as far as a peace agreement.

Earlier this week, Trump said he’d give his “blessing” for peace treaty — and said the upcoming talks were “a great chance to solve a world problem.”

Trump is due to meet Kim in late May or June at a location still to be decided. If the meeting goes ahead as planned it will be the first encounter between a sitting US President and North Korean leader.

Trump’s nominee for secretary of state, US CIA Director Mike Pompeo, laid the groundwork for the meeting with a secret trip to North Korea three weeks ago. His trip sent a message that both sides are serious about moving toward a solution to ease tensions on the Korean peninsula.

Will he or won’t he? Rumors continue to swirl and speculation abounds about whether President Trump will order the firing of Special Counsel Robert Mueller, who is investigating Russian meddling in our 2016 presidential election and alleged misconduct by the Trump campaign and the president.

President Trump is a high-risk, high-reward player and he often wins. He’s a man of action who is impatient with delays. But in this case, he needs patience. He needs to let the Mueller probe finish on its own time, politically and legally, because that’s the only way for the president to shut down all the speculation and be cleared of doing anything wrong.

So firing Mueller should be off the table – something President Trump doesn’t even consider. The president needs to focus on his job, do his best to serve the American people, and just hit pause and stop being preoccupied by the Mueller probe. Talking about it and tweeting about it again and again, day after day, simply creates more news coverage and more public concern about the investigation.

Rural California wants a divorce from rich California

Plenty of states’ rural regions are looking to split from richer metro areas, but maybe there is a better solution than adding new stars to our flag.

We’re starting to hear more about secession. Not the perennial post-election calls of losing parties to secede from a nation controlled by the opposition, but a growing movement for secession from states, with the parts of states (sometimes geographically very large parts of states) wanting to separate from the population-dense urban areas that essentially control state decision-making. Feeling ignored, put-upon, and mistreated, state secessionists want to take their fate into their own hands.

At present, there’s little prospect of adding stars to the American flag, but these movements do indicate a widespread sense of dissatisfaction among (mostly rural) populations who feel that they are governed by people in distant urban centers who know little, and care less, about their way of life. Their complaints, in many ways, sound like the complaints of Americans circa 1775.

Intrastate secession isn’t exactly new in the United States: West Virginia was once part of Virginia, for example, and Tennessee was once part of North Carolina, though that evolution was less fraught. But in recent years we’ve seen a number of states facing calls to split, from inhabitants of regions who feel effectively unrepresented.

In New York State, for example, there have been repeated calls to split upstate New York from the New York City region. One such proposal involves letting the NYC area keep the name “New York,” while the new upstate state would be named “New Amsterdam.” The reason? “We’re completely overwhelmed … by the policies of New York City,” according to New York State Senator Joseph Robach. The idea has been circulating for over 25 years, but now seems to be gaining some degree of additional support.

Perhaps better-publicized is Silicon Valley entrepreneur Tim Draper’s plan to split California into six states, one of which would be, essentially, Silicon Valley’s own preserve. Though Draper’s plan did not make the 2016 ballot, it served as a useful outlet for complaints about unrepresented parts of the state.

Some such effort might also please the residents of inland and northern California, who feel that California state government — with its heavy interests in the Los Angeles and San Francisco Bay areas — views them with indifference or even hostility. Writing in the Los Angeles Daily News, demographer Joel Kotkin compared these neglected, poverty-stricken regions of California to apartheid-era South Africa’s “bantustans,” observing that inland California has high unemployment, poor healthcare, and a general sense of being despised and neglected by the coastal high-rollers running the state.

 Somewhat less ambitious than Draper’s is a plan to split the wealthy, coastal regions of California from the remainder, leaving the state of “New California” to be made up of most of the state’s rural areas. As CBS News reports, “unlike other separation movements in the past, the state of New California wants to do things by the book, citing Article 4, Section 3 of the U.S. Constitution and working with the state legislature to get it done, similar to the way West Virginia was formed. … The group is organized with committees and a council of county representatives, but say it will take 10 to 18 months before they are ready to fully engage with the state legislature.” The goal is to let the rural areas govern themselves in ways more suited to their needs, while the wealthy coastal regions do the same. (The New California movement already has chapters in 34 counties, according to its website.)

A similar dynamic obtains in Washington State, where some legislators are reviving a proposal, dating back to 1915, to separate Eastern Washington into its own state, provisionally named “Liberty,” and in Oregon, where activists in the eastern part of the state want to secede from coastal Oregon, either to set up their own state, or to join the existing state of Idaho, with which they feel they have more in common. CNN is pushing a story that compares ICE to Nazis, citing a Jewish woman who believes that deporting illegal immigrants is similar to actions the Nazis took during the Holocaust.

In a tweet on Thursday, CNN wrote, “A Jewish woman heard an undocumented immigrant and her two daughters were on the run from ICE. Driven by thoughts of the Holocaust, she risked her own comfort to offer them shelter.”

The full article tells the story of a Jewish woman who is hiding a Catholic, Latino family from deportation by Immigration and Customs Enforcement.

“For the woman, the link from the present to the history of World War II is strong,” the authors write, noting that Jewish people also feared being kicked out of their homes during the Holocaust.

The article apparently does not feel the need to point out the key differences between Jewish people during the Holocaust and illegal immigrants in the U.S. — chiefly that Jewish people were being exterminated by their own government.

Newsweek.com reports: The allegations were compiled by Francesco Mangiacapra, a gay male escort who told local media he couldn’t put up with the priests’ “hypocrisy” any longer.

“The aim is not to hurt the people mentioned, but to help them understand that their double life, however seemingly convenient, is not useful to them or to all the people for whom they should be a guide and an example to follow,” Mangiacapra said, as reported by the Corriere della Sera.

A 22-year-old Missouri man was indicted for the murder of five middle-aged white men since last year and one white woman — including four on south Kansas City walking trails. Frederick Demond Scott, a 23-year-old black man, and faces a total of six counts of first-degree murder and six counts of armed criminal action in a string of killings that began in August 2016.

He made the inflammatory and racist statements including an incident in January of 2014 at Center Alternative School where he threatened to shoot up a school and “kill all white people,” according to a municipal citation for harassment. Court records quoted Scott as stating – “I want to shoot the school up, Columbine-style.” He was sentenced to 180 days in jail but the sentence was suspended and he was given probation instead.  He was also ordered to stay away from the school and “intense” supervision was ordered at that time.

A Siberian Airlines passenger has been arrested after allegedly punching and strangling men, women and children — and even sexually assaulting one female passenger — on a flight from St. Petersburg to Novosibirsk, Russia.

The unidentified man, 47, reportedly began his rampage by pacing through the aisle, spouting obscenities. A flight attendant asked him to take a seat near the rear of the aircraft, but he ignored the request, according to a passenger quoted in The Sun

He kept walking up and down, and started attacking passengers randomly and beating them,” Siberian Airlines flyer Stanislav Semenov said.

“He used abusive words [and] tried to strangle several young women,” added passenger Alexey Mamontov.

According to Semenov, the crazed passenger became physical after taking a seat next to a female flyer, whom he proceeded to “sexually harass” by grabbing her and pulling her hair. He followed by punching and elbowing a young man’s wrist.
